A zone should only be created if no other tenants own a subzone of the zone

Currently, when a tenant requests to create a zone, designate will verify that no other tenant owns a parent to the domain. For example, if tenant A owns "example.com.", then tenant B cannot create "sub.example.com.". However, validation needs to be added for the reverse case. For instance, if tenant A owns "sub.example.com.", then tenant B should not be able to create "example.com.".
