Port Report Extensions from v1 to v2

Move v1/extensions/reports to v2.

List of Reports are:

reports/counts - returns counts for zones, records, tenants (admin only)
reports/counts/zones - returns counts for zones (admin and owner)
reports/counts/records - returns counts for records (admin and owner)
reports/counts/tenants - returns counts for tenants (admin only)
reports/tenants - returns a list of all tenants with tenant_id and their zone count (admin only)
reports/tenants/<tenant_id> - returns the tenant_id, tenant zone count and a list of all the zones by name (admin only
