Admin can manage a tenant's max number of zones or records

The following is a must have:
- An admin can set/modify the max number of zones and records a tenant can create via API.
- An admin can see a report about what accounts/tenants have absolute limit exceptions and what their exceptions are (e.g. if the sitewide limit is 500 records, an admin can see a report for those tenants with an exception to the limit).
