Fixed IP PTR Record API

Designate domains are owned by tenants. Networks in Nova/Neutron can be shared by multiple tenants. In order for PTR records to be added to a reverse domain by a user not in the owning tenant, additional functionality needs to be implemented in Designate for floating (public) IPs and fixed (private) IPs. An API has been designed to handle the special case of floating IPs in this blueprint:

The special case of fixed IPs also need to be handled. This blueprint extends the work already started in the above blueprint, but for fixed IPs.

Borrowing the example from the previous blueprint, consider the reverse domain for 192.168.1.0/24 - 1.168.192.in-addr.arpa. This domain is owned by Tenant A.
