The doc-migration spec calls for a configuration guide to be published by placing the content doc/source/configuration andthe installation guide to be published by placing the content under doc/source/install. No such content exists for congress.

The project can not be included in the list of services on https://docs.openstack.org/pike/configuration/ or https://docs.openstack.org/pike/admin/ until the content is created.
