Make supported recordset types configurable

The supported recordset types are hard coded in Designate, https://github.com/openstack/designate/blob/master/designate/objects/recordset.py#L108-L109

There is a need to only support a subset of record types, for example operator may want to block SPF records and let SPF be created as TXT records. Making those types configurable will provide the flexibility.
