Bring Filtering by Data back to Recordsets

With the new Recordsets API change, we lost the ability to filter records by their data field with API calls. This change will re-implement that functionality in Recordsets. When a data field is passed into a Recordsets call as a parameter, it will return all Recordsets that have one or more Records with the matching data field. Wildcards will also be supported.
