deb-o-matic should be able to send build and upgrade logs by e-mail to a specific address listed in configuration file.

Since deb-o-matic uses .changes file, it should be possibile to send build logs directly to who managed upload.
Since Changed-By field could be misleading, only using GPG is safer enough.
GPG support is available since revno 95, implementation can now start.
