soerepro: aberrant data allowed in the integration file

At /soerepro/insertion/copyPasteFile, integration of aberrant values must be allowed from the file.

To do this:
- the user can add a symbol as the first character
- this symbol is saved in the table type_seuil, eg. "#"
- the integration must allow that character during validation
- the value is linked to type_seuil

NB:
- the extraction are not currently designed to this change. New conditions must be added to all queries.
- the user must be aware of that symbol. It must be written somewhere in the interface and in the file.
