n2o: add a dataset management

From the list of datasets (name, provider, integration date, public),
an integrated dataset must be manage to
- delete it in case of error (remove the integration date of the file)
- change its owner (provider and file owner)
- put it as a public dataset
- affect a new publication
Only the project admin can to this.
