Transcripts for Individuals Not Possible

No single-student groups allowed while generating transcripts (for principals), and an extra person has to be added to get a group of two so that one can be later cut out. This needs fixed so individual transcripts can be run.

DART admins are aware of the work-around (generating groups of at least two members and then selecting individuals for report printing), but it has continued to confuse end-users.
