This will check cluster status via RMQ management plugin & RMQ rest api ONLY while we are creating a cluster. This patch doesn't do active status checking, but it will likely be reusable when implementing the ongoing status checks.
The above patch uses the RMQ aliveness test, which will declare a test queue, publish and consume a message. If this succeeds, the cluster is considered 'ok'. BUT this does not guarantee that all nodes in the cluster are active. There needs to be a better method of determining that ALL nodes in the cluster are healthy.
