To have SCIM config tools installed by default

As ease of use is one of CrunchBang's main strength, it would be beneficial to new users if scim comes pre-configured - because adding language is easy, but configuring is not.

We should, at least, have the SCIM config tools installed which can download the language packages, even if they're not installed by default.

<mich> hmm, as I do not know how to code, really unable to advise how to proceed.
However, I am able to configure my local installation of #!CrunchBang Linux to get scim working on startup.
If this is of any help, will be glad to share with all.

Note that I've learn this from various sources through the pass weeks/months/years and isn't able to remember or track down and give credit to the various sources. I can only say that this howto is a "community effort".
