Implement a reusable 'choice' UI element

CRPG is in need of a "choice" element which would take the form of a state, similar to how dialog is handled.
It would provide the player with a number of choices like "Yes", "No", "Cancel", etc. one of which would be selectable. The result would then be passed back to the calling state to act upon.
This could then be used for the menu, and in combat to select attacks or other actions, as well as in walkabout dialogs for answering NPC queries.
