Adjust the maximum and rounding of the duration spinbuttons based on timescale

Currently, duration spinboxes have a maximum of 3600 and display to 1 decimal place. Decimal time isn't so compatible with minutes and hours, so these timescales should use integers instead. The maximum value should also change based on timescale so that the maximum time is constant (92 days).
