Build System Overhaul

The current Scons based system need an overhaul. It force the presence of doxygen to compile, documentation generation is buggy, and the main Sconstruct needs to be modified each time a new platform is supported. Default environment from Scons should be leveraged, opt/debug variants supported as well as static/shared library build.
