Switch unit tests to PHPUnit

Current unit tests are implemented using simpletest. Some goals for this switch are to:
* Start testing with E_STRICT on. CoughPHP is strict compliant, but it's currently difficult to test since our testing framework is not strict compliant.
* Make it easier for users to start testing. Currently they must download or symlink simpletest into the scripts/ directory.
