Move docs from website to module checkout

Docs are currently stored in the private website checkout. Move the raw markdown files from there into the module checkout (lp:coughphp) and add scripts for generating from the raw docs into a specified directory (e.g. `./scripts/generate_docs ../docs/website ../../coughphp-website/docs/1.3.5`). The website checkout would only need to be committed and upped to the production server (for doc changes only).
