Integrate Congress with Devstack by new plugin service

Change the process of enabling congress in Devstack to new plugin model. By using plugin model there will be no need to copy the 'lib' files and '70-congress.sh' script to Devstack directory. That means we are integrating congress with devstack using external plugin.
