Add configuration option to control whether actions can be executed

For security, Congress should be configurable to disallow action executions via policy. This requires
1) adding a configuration option to congress/common/config.py
2) instantiating the DseRuntime class in congress/harness.py to use that new config option
3) adding tests to congress/tests/test_congress.py to ensure it works properly.
