Hyper-V RBD support

The upcoming Ceph release will support attaching RBD images to Windows hosts as well as Hyper-V VMs [1].
With minimal changes, the Hyper-V driver can be updated in order to support RBD volumes. Most of the plumbing will be handled by the os-brick RBD connector.
