amberjack tours repository tool

we may want to have a tool that can be a web server that provides the following features:
 - it lets you upload a set of .cfg files with all of their .po associated
 - it creates optionally a zip/tgz file for all of them
 - it has pages pypi-like that shows the loaded tours with title and descriptions
 - it can be a source for the registration tool
 - it can also be a plone site that has collective.amberjack installed
