OSTF without Fuel dependencies

OSTF is useful for Cloud Validation project since it is already capable of running non-destructive tests and the number of tests increases with each release. The problem is that it's tightly coupled with Fuel's nailgun database. Given blueprint describes design of adapter for OSTF which allows to run OSTF independently of Fuel.
