MCV Dashboard (replacement for Cloudvalidation Dashboard)

As for now, Cloudvalidation dashboard can run only OSTF tests. However, the current implementation is not quite well due to the side effects inherited from Horizon library (see [MCV-106|https://mirantis.jira.com/browse/MCV-106] for details). There is a reason of re-designing the Dashboard. The possible way is to create a simplier one (based on Pecan or Flask) which would fit requirements of the MCV project and do not carry useless or insecure staff from dependencies but provide just-required functionality.
