Log rotation Sanity check

As a services engineer, I need to make sure log rotation is enabled on all nodes
Implementation details:
The check is implemented as an OSTF test. Only controller and compute nodes are tested for now.
Corresponding IP addresses are obtained from OSTF config.
Each node is checked for presence of daily or hourly logrotate cron job.
