In order to make the cloudkitty-api steady and load balance convenient by other tools, we should make cloudkitty-api support wsgi.
The community has set a community wide goal in Pike cycle: "Control Plane API endpoints deployment via WSGI" https:/
1. Provide WSGI application script file(s).
2. Switch devstack jobs to deploy control-plane API services in WSGI with Apache.
