we know that when create/delete/start/stop instance or other resources,
openstack component(nova, neutron) will send a event to ceilometer, and then ceilometer published this event via rpc notification.

CLoudkitty can also receive these events from message queues , and calculate some billing indicators like instance run time etc..Then we can rate base on times, when start/power on, begin rating; when stop/shutdown, stop rating.

This collector will be responsible of:
Listening to the message queues and parsing the events
