Add suport for YAML user-data

For the moment user-data serialized into YAML format will be ignored because this information will be send to CloudConfigPlugin which doesn't have the functionality implemented.
The information needs to be deserialized and for each key value pair a specialized plugin will be called for processing this kind of task.
