Nova dependencies out of Climate main repo

Maybe, it would be still better to move this part to the separated repository. And the main reason is that it does not influence on how does Climate Services itself work. I completely agree that’s part of Climate initiative, but I’m not sure we should have one repo for all things connected with services.

The main problem now is possible Nova influence on how do the Climate gate jobs are running. I suppose we may have problems with 'mode X is not module' and 'duplicate option error' messages because Nova declares the same config options in openstack.common code as Climate does.
