Implement workaround for removal of RBD driver option 'rbd_keyring_conf'

Cinder is scheduled to remove the RBD driver option 'rbd_keyring_conf' in Victoria milestone-1, without a replacement for the functionality due to OSSN-0085. I believe that cinderlib actually uses that option? Need to figure out a workaround for the missing option.
