Enable edit/change a volume's type post creation

Currently, after the volume has been created the admin-user cannot change/edit its type afterwards.
Suppose that an admin-user has configured cinder with multiple back ends, with each back end referenced to a type by a key. The user would like to move the volume from one back end to another using the type as the mean (or reference) to migrate the volume from one back end to another.
