Add replication support for Cinder volumes
Add support in Cinder to leverage replication functionality in storage backends (volume drivers). Functionality include enable replication of volumes, failover by promoting the secondary replica to primary, failback by resyncing in the reverse direction and switching back, and test secondary replica.
