Volume Migration - Snapshots

This will enable migration for volumes that have snapshots, as well as migrating snapshots themselves.
The implication here is that snapshots may become full copies, even though they were stored efficiently (e.g., using CoW). Snapshots will remain 'snapshots' for Cinder, even though the back-end storage may see them as full volumes. The scheduler will try to move snapshots to the same backends as their volumes, but this is not guaranteed.
