Implement manage_existing API for the VMDK driver

This spec proposes the implementation of manage_existing API for the VMDK driver. The implementation would allow the admin to bring a virtual disk attached to an existing VM in vCenter server under OpenStack.

The source-name argument of the API is assumed to be of the format:
<virtual-disk-datastore-path@vm-name>

manage-existing will detach the virtual disk from the given VM and then creates the volume backing using it.
