Cinder Volume ISCSI/FCP Drivers for VMEM v6000 Series Arrays

The purpose of this blueprint is to build and contribute drivers for VMEM's V6000 storage arrays. Both iscsi and fcp will be supported.

The drivers are relatively straightfoward implementations of the standard storage APIs and will include all Kilo api requirements and tests. On the backend, they will be using a communication library built and maintained by VMEM. The current best-practice AFAIK is to keep these separate and available either from the company's website and/or pyPI, so there are no plans to contribute them.
