uploading volume to specific image

Currently, in uploading volume to image, cinder will create a new image and then upload the data. For Glance V2 api, users may have created a image first, and then upload volume to this image. For this purpose, Cinder may add a option param '--image_id' to specify a existing image to upload volume. That will enhance the flexibility to this operation.
