Support s3 backup driver

Cinder should be able to create backups for volumes on Amazon S3 object based storage. There seems to exist a certain number of operators who want to use S3 for the backup store because S3 is a major storage. Therefore, supporting the S3 driver as regular backup driver should help many users.
