Support modern compression algorithms in cinder backup

Cinder backup currently supports only gzip and bzip2 to compress the volume data while taking backup. It should support other compression algorithms as well because efficiency of compression entirely depends on user environment and choice. Some may want fast compression compromising the compression ratio, so to provide more choices to user, it will be good to add support of other algorithms like lz4 and zstd.

For your information, lz4 and lzma support was once proposed, but it's abandoned.
