Support multiple backend of Glance

This blueprint proposed to support the multiple backend of glance. In case of cinder upload-volume-to-image if multiple backend is configured then the volume image will alwasy be uploaded to default backend. This will not cause any issue unless operator want's to upload volume images to dedicated backends.
