Support create volume from backup

We have backup's restore API, but it's not sufficient, when volume_id is not specified cinder will create the new one in the background and the issue is the az, volume type and many other attributes can't be specified, as we already have support
create volume from snapshot/source volume/image, this bp intends to support create volume from backup.
