standardize image encryption metadata parameters

Image can already be encrypted and uploaded. This is already done in the Image from encrypted Volume case. We want to standardize the metadata of such encrypted images in Glance and thus their usage in Cinder and Nova. We will also sanitize the handling of encrypted images in Cinder. It should not be a special case anymore but a normal workflow to have an encrypted image.
