Split cinder.conf into multiple parts

cinder.conf contains configurations options for all services in the
cinder-family, (-api, -scheduler, -volume, -backup).
Documentation is really unclear as to which options is required/used
for what service, and it would be beneficial to split configuration into
multiple files to force this clarity. As an added benefit, it will bring
more insight into "what-happends-
