Admin api to manually set replication status

Right now if something goes wrong with replication and the volume gets out of sync with what CInder thinks (whether thats enabled, disabled, failed over, etc) an admin would have to go modify the database to get it back to the right state.
This bp is for adding an admin api similar to the os-reset_status admin action that will just take the passed in status and set it in the db.
