Implement the volume retype functionality for the HP LeftHand driver

Retype is now available in Cinder, the HP LeftHand driver utilizes volume-types for provisioning, auto-tiering and data protection levels and allows dynamic changes to each volume-type . Implement retype in the HP LeftHand driver to enable the capability to modify any of the volume-types on an existing volume.
