resize image's virtual size before copy image to volume
when creating a volume from image, the image is copied to volume without modification of image's virtual size. If a vm boots from this volume, user will find that the root disk space is not consistent with the volume size, which is supposed to be.
I think cinder should resize the image's virtual size to the volume size and then copy the modified image to volume in the process of creating volume from image, in order to keeping the image's disk space to the volume size.
