RBD driver: remove 'rbd_keyring_conf' option

See OSSN-0085. Option was deprecated in Ussuri by Change-Id: I345a3b4bf3b328b0e547016f481518d252f734b9

The proposal was to remove the option early in the Victoria development cycle without replacement for the functionality. It was announced on the ML [0,1] in December 2019, with no objections being stated, so let's go ahead and remove it.

NOTE: this will require some coordination with cinderlib, which I believe actually does use this option.
