RBD Backend QOS implementation

Since the Octopus release of Ceph the librbd driver has supported implementing QOS limitations on a per pool or per image basis and would provide support for Cinder backend QOS policies. This would allow an admin to set a series of qos specs for a volume-type and have it natively set within the ceph cluster itself.
