Quiescing filesystems with QEMU guest agent during snapshotting

Currently we need to quiesce filesystems manually before snapshotting images or volumes.
This should be automated when it is possible. In KVM instances, we can use QEMU Guest Agent for this purpose.
To utilize this feature, the agent must be installed into the instance and the image metadata must have 'hw_qemu_
