qcow upload/download

I would like to be able to download and possibly upload volumes. Preferably, I would like to ask to download a volume and a qcow2 compressed volume image would be generated/downloaded to my system to save space if the volume is not full. Uploading a qcow2 file should also result in a valid cinder volume once done.

kfox1111 - The feature is still needed and doesnt exist as far as I know. Please unmark it. No reason to create a duplicate other then to shrug off how long its been waiting.
