Implement a simple image cache for the Pure Storage backends

Similar to what some other drivers have done we would like to create an image cache by saving a configurable amount of volumes created from images so that when requests come in to create more of them our backend can clone the volume instead of copying data from glance again. It should provide significant speed ups for creating multiple VM's from shared images.
